How are the people in Japan to reclaim their land?

The Japan government has contributed 15.8 billion dollar nothing but 1.3 trillion yen to the relief fund this is one of the way that they are claiming. but this is not correct because there was the loss of 183 billion dollar. but the govt is allocating very less budget. and in other way the Japanese banks buying the dollar in U.S. markets. this is behalf of the BOJ (Bank of Japan) these banks are acting on the BOJ request
