What is the best city or ward in Tokyo?

Question:

Trying to get an apartment in tokyo is hard without knowing exactly where. Which place would be the best place for japanese pop culture, shopping, site seeing, etc.

Answer:

Try Shibuya, it's supposed to be the most well known place for Japanese night-life (other than Roppongi but stay away from there because a lot of foreigner rape goes on all the time) and pop culture, so if you love Japan or know anything about it I'd assume you would already knew about that place.

Have fun, I'm so jealous, I want to go to Japan! But I'm only 15 and three quarters... :(
