Was Japan a signatory to the Third Geneva Convention (1929)?

I was wondering if it's treatment of prisoners of war in WWII was a legal violation.

Japan signed up to the Convention 27 July 1929,but the Japanese government never ratified this signature, so under international law at the time they were not bound by it.
