Would traveling to Tokyo be safe in July?

My friend and I, are visiting Tokyo in July this year. We were wondering if it would be safe. Would it be better to go to a different city, like Osaka, or just go to Tokyo. We plan on staying for about 2 weeks. We have friends there, in Tokyo.

I am going on an exchange July 15th and so far the CBE people have not canceled the trip, they are waiting to see if it will be safe.
