French President Sarkozy and Areva CEO are now in Tokyo- May I understand...?

Question:


They have offered to help Japan with the nukes devastated by tsunami, which have been leaking out radioactive substances. May I take this as a sign that French are thinking the worst is over and they they will be able to bring the problem under control? (They would not make such an offer if they think otherwise.)

P.S. To put it in perspective: No sooner had the tsunami devastated the nukes, Areva's nuclear engineers stationed there disappeared. Now Areva is offering to send engineers back for on-site help at the nukes.

It's because TEPCO did not ask them to stay.

It's because TEPCO asked them to help.
