Is safe to travel to Japan?

99%+ of Japan is safe. The only danger zone there is about a 20 km radius around the Fukushima nuke plant.
The problem with the beef is some cows were fed contaminated hay. That beef is being recalled and destroyed.
What you're talking about is 8 months away. No one can tell you hoe things will be at that time.
