In 1952 everyone had to be fingerprinted in Japan. In 1991 all except for special permanent residents (Zainichi Koreans). In 1999 all aliens didn't have to be fingerprinted.
And then in 2007 all foreigners coming to the country had to be fingerprinted.
Is this right?

@Watanebe shingo is correct. ( Hope I've got the name right ) Fingerprints and Photographs are required to be taken prior to entering Japan.
The data collected is verified internationally, If you have a criminal record in your home country then you are more likely than not to be refused entry
I myself have no objection to these procedures, although no doubt you will have the human rights brigade screaming obscenities about the fact.
What's the problem ?
