Has japan generally had good leaders?

Question:

and i mean from waaay back, throughout all its history, shoguns to emperors to prime ministers, have things been pretty good and stable? why? also are there any particularly great/important people?

Answer:

On the whole, Japan is blessed to have many good leaders throughout its history.

For those whining about Japanese leadership, maybe you can just take a look across ocean and look at China for a good example (of bad leadership).
