Are Japanese people considered to be among some of the smartest in the world?

If so then how come you all do not have enough sense to treat tourist the way you would want to be treated of you was a tourist?

Would you like it if you went to a spa or a restaurant in America and they would not give you any service just because you are Japanese, how would that make you feel?
