Shin ramyun made in japan?

Question:

Usually in Canada you can find shin ramyun made in south korea or usa. Also in chinese stores you can find the ones made in china. But then a friend of mine bought some that print "made in japan" on the package... Is this odd?
I know that shin ramyun is sold in japan, but does nongshim have local manufacture plants in japan? Even if they do, I still find it very strange if they export japanese made shin ramyun to canada.

Well, their Japanese website says they do not have a plant in Japan, only offices. I don't know why it's made in Japan.
