How is it that foreighners live in Japan for 10 - 20 years they cant even speak japanese or have a very poor?

For example the user here threeday_pest@ Doesnt speak or understand any japanese except for a phew phrases here & there, Like good moring, Good night, ETC..

Howcome some people never learn the language ???
Is japanese too difficult to understand???

How is it you know where people live and their ability to speak Japanese, or lack of ? Let me remind you there's a threeday_pest & a threeday_priest on here.
I have a Chinese friend who moved here from China. She's been here for years, and still has poor English....Most of her freinds are Chinese, so there's no motivation to learn.
