i have always been passionate about japan. it has always been my lifes dream to live in japan and since the disaster i just want to help. i dont feel like its enough to just donate ten dollars on my phone bill to the red cross i want to go there and make an actual difference. any ideas how

Your "passion for living in Japan" should not be connected to "the relief" this time.
Take another opportunity, after studying Japanese, gaining some skills etc.
There's no "relief/volunteering visa" to be issued to you (as individual)
