Is south korea or japan a better place to go as a foreign exchange student?

most foreign exchange programs only have programs to japan or china in the east asia area.

For me I would choose Japan. Japan has more recognition in the world and is a major player in the world market/economy, it is also more "global". They are more used to seeing foreigners around.
