Its day of the sea national holiday here in Tokyo, so what is open and running and what stops? And is this the same for all the national holidays?

If it's;
(Domestic)
Express or Registered mails, Letax --> YES
Yupack, Small Packet --> YES
(Oversea)
Express, Registered, Insured mails --> YES
Package, EMS--> YES
Otherwise, (if it's a regular mail), they don't deliver it.
