Staying in japan under 18?

Hey, i'm 15 and one of my friends has invited me to go over to japan with him. Thing is, i don't want to intrude on his grandma, so i was wondering if it would be legal to stay in a hotel alone, and without my parents. I would have their consent of course. Could they just give permission over the phone? Or what would have to happen? (Would probably be in tokyo, preferably in a budget hotel of some kind.

Most (if not all) hotels won't allow youngsters to stay by themselves. Best to stay with your friend assuming you can get consent to travel
