Could someone explain this to me?

Take this for example: A Japanese man is attending college in the United States. He meets and falls in love with an American man. They want to get married, and the Japanese man wants to take his lover with him back to Japan when he finishes school.

Would the passing of that law make that situation possible?

That's exactly what it seems to say. They don't allow gay marriages in Japan apparently, but they accept the validity of a gay marriage performed outside Japan.

So yes, as long as they marry in the US, the couple will get the legal rights of spouses in Japan. Including naturalization for the American man, I believe.
