Very much so. Yakuza after WWII lay claim to helping people to keep from starving while getting an economy going thru the black market.
If you ever go to the Imperial Palace on the Emperor's birthday and/or Jan 2, you will see many well-dressed Yakuza loudly shouting "Banzai, Tenno!"
