ok so i see it on japanese anime and tv shows all the time...

well they pull down their lower eyelid and stick out their tongue at people and the person they do it at gets angry, what does it mean if someone pulls down their lower eyelid and stick out their tongue?

Answer:

It's provocative gesture. Mainly children use it.

Provocative means they express something like F-word in English.

But I thought they had something like that in other countries. So I'm surprised to know that other people don't have it.
