if time and radiation levels permit this is a much better alternative than the sand/ concrete cover option

If the electricity supply to the plants is back (the engineers are working 24 hours) tomorrow (that's what Japanese media reported), the cooling system is expected to be back on track again.
Should the system still not work unfortunately (due to structural damages in addition to the power failure), other alternative measures should be taken.
But, when the electricity is back, all the measuring instruments inside the plants would be able to identify which part of the system is in serious trouble in detail. So, they can take every possible measures to prevent the worst disaster.
We know the time is running out, but the whole nation of Japan are well aware of the fact that a large number of people (of Japan Self Defense Force and the Tokyo Electric Company) are making their desperate efforts in this dangerous situation. They know the whole world is watching. I have nothing more to say.
