Seismic (tectonic) weapon used on Japan ?

Question:

Do you think that there is a possibility that the weapon of seismic activity was used to start the earthquake in Japan.... U.S. owes a lot of money to China, and China wants to handle all of the Japanese industry. So, there is a possibility that U.S triggered the seismic activity in Japan artificially?? We know , that the first test of such a weapon was made by USSR in the beginning of 1960's, and was tested on the Island of "Novaya Zemlya". So this kind of weapon does exist.
In addition to that, look how U.S. government informs it's citizens that there is NO THREAT to U.S whatsoever. Dont you think that they just lie, because the radiation from Fukushima can spread through the Pacific, and if the direction of the wind will be towards U.S and Canada ???
And don't you think that U.S. government is to nervous itself while calming down the worried population ???
Don't you think that U.S should be evacuating Japanese citizens too, together with it's own citizens from the area ?
Dont you think that Canada and Russia should evacuate Japanese citizens and build shelters on their own territories, just temporary , so people would survive.
But have you noticed how Canada would help criminals from Sri Lanka for example , that come to big cities and steal and kill, and sit on welfare, people that DON't want to work , and people that can only consume. Instead of providing shelters for people of Japan, people that are in need of medical care and safety right now ....
Do you think there is a possibility of all that ?

I doubt the scenario. Misawa fishing port in Aomori pref., which is only 4 km=2.5 miles away from Misawa US airbase and the Radomes at the Misawa Security Operations Center, has been seriously destroyed by Tsunami.

And this time Japan earthquake may disrupt Apple's iPad 2 supplies and GM's production. I think your story is very very risky for the US security and economy.

However, some people in Japan believe that HAARP is used for giving a serious damage to China. eg. Sichuan quake, Yunnan province drought and the floodings occurred in many areas in China in 2010.
