How can the japanese people get fresh water?

Will many more japanese people die without fresh water? I don't mean to sound ignorant, but I know people can only last a few days without fresh water and I've read many roads are impassable so trucks carrying water can't get to the survivors. What can I do to help? I'm so scared for them.
