International high school in tokyo?

Can you apply for an high school in japan after compliting O levels from another country?and study there?not as an exchange student as a permanent student

I'm not sure what you mean by "as a permanent student",
International high schools that I know are mostly for children of diplomats.
When I was working at xxxxx Embassy, diplomats' kids were registered, I think, here:
