Along with the first answer you need to really look into this kind of stuff. The rotary exchange program allows you to go do an exchange with another country but you don't get your first choice. How ever it is cheaper by far. If you were wanting to go this up coming school year you are far to late as most would be traveling down there right now. I would apply for the rotary this year and apply for two years so you can have a fighting chance at getting one of your top two. You also need to know enough of the language that they know. As it they would send you to a public school and they usually don't have a english course, unless you get lucky. Most do though. And they can send you anywhere is Japan. So don't set your heart on Tokyo you might get placed in a small village on top of a mountain.
Not to discourage you there are other programs that you can choose that will let you go where ever, but I find that they get more expensive, because they don't do the fund raising.
I don't know much about the more expensive ones so I can't really help you, but by far rotary is better in my opinion because for one there will be other students going with you, and you get to meet the students in the city place you'll be living, because there will be a rotary district. You can also set it up that you go for a summer, a semester or the year. And with this you can get scholarships and it helps you get into college.
I can not stress enough about money and parents. I am going to new Orleans with my school and we need to get parents permission and a written letter by them so that we can go across the border. For 5 days for us it is bordering 2000 so we have to fund raise half the money to go.
Without money your useless in the rotary club, even though you fund raise i think 1000 dollars the extra money you'll need is for your plane ticket you passport a student visa and some extra stuff.
Without parent's permission you can't get on the plane, they need a written letter signed by both parents (if you live with both) saying that yes you can go with the club to Japan.
I may sound mean at parts but I'm going through this right now so that I can hopefully study for a semester in Japan. So it is a long process and oh ya you will need to fill out a form and go through I think it was 2 or 3 interviews to see if your ready. If they seem you might have a mental break down while there they won't send you.
Also last but not least be prepared if you get it to go through culture shock. You're traveling to a place where, only about 5% of the population can speak fluent english, and they are very quiet about if they do. They aren't loud or rude, they don't eat or drink while walking. Most people bike to and from the train then take that to school so be prepared for that. There won't be much english signs so you will have to know how to read and write japanese pretty good. They take pride in their work and dress to impress.
Hope this helps, but it looks like you need to do a bit of studying on everything and look up the rotary club exchange program. It's hard to get in, but by far the least expensive and safest program to go with. Plus they introduce you to many many people from that area.

Safety is the least of your concerns. I've lived in the two largest cities in Japan and walked around at all hours of the night and never had any problems. Yeah, bad things do happen here too, but nothing like in the U.S. Any city will do you just fine.

I'd focus on saving up enough money for plane fare over and living expenses until you get your first paycheck. How much you need will depend on whether you want to live in a gaijin house with a private room and a common living area or your own apartment. The apartment is much more expensive and you'll have to find some to guarantee you. Basically requires about 3 months rent to move in.

If you don't have a job before you come, it is possible to find a job while on a tourist visa and then get them to sponsor you. Down side is that if you don't find a job in 90 days, you're outta' here.

Well you will need a passport. Also since you are going on an international flight without an adult, you need your parents to fill out an unaccompanied minor form. Other than that you need the basics of what every traveler needs: clothes, toiletries, money. Also if you don't know Japanese, I suggest you invest in a Japanese-English dictionary and phrase books.

And to answer you last question first before you get your hopes up. No you can not become a Japanese resident the way you are now. You need to know Japanese first off, you can't become a resident unless you have a work visa which means someone in Japan is willing to hire you which means you need a college degree and then apply for residency or you can get a student visa if you're going to college there but even a student visa is not permanent, or you can marry someone who is Japanese.

How much money do you have? That's the real question.

First off airline costs vary depending on where you live in the US. In my area a flight would cost somewhere between $1,000 to over $2,500.
For food it depends on how well you want to eat. If you think you can live off of cheap instant food and McDonalds then I would say maybe $15 a day, but if you want some nutrition then I would say $40 minimum a day. So either $105 to $280 a week for one person. Eating out is expensive and does add up. If the place you're staying at (which I recommend a hostel down below) has a kitchen, then I recommend using it to the fullest and buying some groceries. You can always splurge, but I'm guessing you don't have money to just throw out the window so I'm giving you the basics.

It's in your best interest to stay in a youth hostel as they cost as cheap as $35 to $60 a night. You usually have to share a room with several people and the beds are stacked like bunk beds, there is a communal bath, and sometimes a communal living area/kitchen. $245 a week for one person for $35 a night.

And if you plan on really going anywhere you might want to invest in a rail pass which is $700 for a month for one person. As for shopping, that depends on you really. If you want souvenirs or something, then bring a set amount that you think is appropriate.

So 1 month = $3,100 to $6,000
2 months= $5,200 to $9,500
(not including spending money)

These are ESTIMATES so I'm using some basic figures that I think apply.
You can live off the minimum no problem, but if you have money to spend then you can splurge.

Figure out how much money you have (which I'm guessing isn't a lot since you're too young unless your parents are willing to pay then ask them), figure out your budget, plan your flight, and make hotel or in your case hostel reservations.

In Japan, you can't drive a car when you get drunk. So a man from untendaiko drives your car for you.
It is more common in local cities. But even in Tokyo, you can see some of them.

Net cafe is a coffee shop with separated personal spaces.
You can stay there all night. Some of them have showers for their customers.
In Tokyo, net cafe works as a cheap hotel actually.

Good exchange student programs to Japan?

I am currently a rising junior at my University and I have wanted to go to Japan for as long as I can remember. Now, my school does have a summer program to go to Japan, but I want something that is less than the whole summer. So my question to you guys is: What is a good foreign exchange program that lets you do a short summer trip (month or so) or a winter trip (in between semesters) for college students?? I have looked around and found out about the JET, AFS, and Rotary Exchange programs, but I want to know if there are other good options out there for the trip I want to Japan.

You could try a language school like the Yamasa Institute. They have programs of varying lengths, and you could probably manage to go for just a month in the summer.

JET is a teaching program, not a student exchange program. You are expected to move to Japan for a minimum of one year to teach English in Japanese schools, and you need to have completed a Bachelor's degree before you will even be considered. Every other teaching program I have ever seen in Japan has these same basic requirements. The degree requirement is set by the government as a requirement of getting a work visa in Japan, while the one-year limit is just a matter of practicality. People are lining up in droves to teach in Japan, and most of them are willing to work for at least a year, so there is absolutely no reason for schools and programs to hire teachers for anything less than that. They certainly don't need anyone who will only stay for a month.

It also has one of the lowest crime rates.
If a theft occurs on that beach, it will most likely have been committed by a foreigner, not a Japanese national.

Leave your cellphone and camera in your hotel.
Take just enough money with you to get to the beach and back to your hotel.
Buy a small waterproof container at a 100-yen shop, then put your money in it and pin the container to the inside of your swimsuit with a safety pin.

Marc C is somewhat correct. From what i understand, many Japanese immigrated to the islands throughout the 19th and early to mid 20th century to either work or just settle. At this time, Hawaii was not part of the U.S and was an independent island which just so happens to be halfway from Japan. The local Hawaiians welcomed them with open arms because they brought a lot of investment and added to the economy.

Mass immigrations were usually in the 19th and 20th century when people groups left their home countries to start a better life elsewhere. Good for them because they did not have to worry about visa's :) it is different today of course
