The reason why many of public bathes don't like tatoos is because tatoos are not popular for ordinary Japanese except for Yakuza.

I recommend you visit the front counter and tell about your tatoos.
Maybe you wil be able to enjoy the bath because you are not yakuza.

If you don't like being stared at, try some public bathes which have private rooms.
You can find many in Fukuoka.

In my experience, halfs are more stared at than other foreighn people because they are in general nice looking.

Kabukicho is not that bad. I walk through Kabukicho at midnight, it's a more colorful place then it is dangerous.

Also it depends on what you mean by "crime". Kabukicho in Tokyo is far from being "dangerous" for people. Not all crimes = dangerous. A lot of illegal activity might happen though.

If we were to use that as an example, I would say Osaka because of the high concentration of Yakuza (Japanese mafia) headquarters found in Osaka.

Remember it depends on what are you looking for:
CRIME does not always equal "dangerous".

How about just going to Kyoto then? You can go to some major temples and shrines. Not all of them have entrance fees. Some do. Spend a bunch of time walking down the old tourist streets between the temples too. There's a really nice one near Kiyomizu Dera.
