I am British have a Japanese wife and have spent a lot of time in Japan over the last 11 years. People in Japan keep themselves to themselves unless you make a first move. Even if it only consists of a 'konichiwa', a smile or a nod. Then they'll generally be friendly in return. A city is also different from a village or one of the tiny islands where I've spent most time. A village is more friendly than a city, as with anywhere.
As to mixed race. One of my wife's friends in Tokyo. Her daughter has seen a lot of me over the years (she's 7 or 8 now) so she's maybe used to foreigners more than other kids. When a child started at their school 1/2 Black and 1/2 Asian, no-one except the friend's daughter wanted to partner them in a school thing. Which did seem rather mean to us and my wife's friend.
As children they were probably unsure of things which weren't the same as usual.

All I can say if you are going to visit Japan is be friendly to people (and show them respect), even if they don't initially seem friendly to you, and they will be friendly back.

How much money should I anticipate bringing with me for one year of studying abroad?

Assuming housing, gas, electricity, etc is covered, I think you will need at least $400 a month (about 40 000 yen). You can have a a little fun and eat healthy food for $400.

If housing and utilities aren't covered then about $1000 (10 000 yen) a month.

I had very little money my first year in Japan (I was working, but my pay was low due to a loan I got when I first arrived. I could get by on $1000 a month including rent and utilities.

My recommendation: Bring a year's supply of toiletries. Don't go shopping or eat out too often. There will be lots of opportunities to travel and go to drinking parties. Set monthly limits on how much you spend on entertainment each month. Learn how to cook rice and go to the super market after 6 pm. That is when the deli food, including sushi, is discounted.

Question for travelling to Japan?

For a person that just wants to travel for 2 weeks(Maybe stay long in my later years) could I get away with not knowing all the conjugations of all the verbs, adjectives etc. Just knowing the basic grammar. Would they really expect much from a gaijin? :P

Foreigners in Japan aren't expected to know ANY Japanese, and people freak out if you so much as know how to say hello. Besides that, most of the important things you would need as a tourist (e.g. street signs, train station signs, maps, signs at tourist sights) are bilingual or have an English option available. You can get by with no Japanese. That said, I would suggest learning at least a little before you (it's polite) and carrying a phrase book with you (like the very thorough Lonely Planet one) to cover your bases for the things you don't now how to say. While it's true that all children in junior and senior high school learn English these days, most people lack the ability and/or confidence to actually speak English with a foreigner. If you find yourself in a situation where you need some Japanese, you will want to be prepared with at least a phrasebook. If you're worried about pronunciation, there are plenty of free resources online that can teach you how to pronounce basic things. Japanese pronunciation is actually very easy.

This is the best time of year because of the Cherry Blossoms and all the beautiful spring colours. Many people head in to the mountains to view the beautiful colours and experience the vibrant leaves.

The worst time of year to travel to Japan is Golden Week (April 27 to May 6), which is a collection of four public holidays within a week and a time where everybody goes on vacation both inside Japan and abroad. Is street dancing in Japan Legal?

I've always seen dancers just like...in the middle of a public place openly dance. Its not legal in America, obviously, but is it legal there? I'm a dancer, so when I watch these videos, I see people pass by and not like...staring or amused. Kind of like in a public city and you see a street musician and you just pass them by because there's so many. So can you just openly get music and start dancing in Japan?

If you mean street dancing as literally on the sidewalks, then no. If you mean street dancing as in people dancing in public places such as a park or somewhere that does not interfere with pedestrian traffic, then yes. For example, it is fairly common to see '50s dancers in Yoyogi Park in Tokyo.

1) Make too much noise
2) Block walkways
