Where can I find cheap Anime in Tokyo?

I've been to a few department stores and brand name dvd stores looking for anime recently but the cheapest one (My Neighbour Totoro) is over 3500 yen (around $45 AUD), ranging up to 5500 yen ($70 AUD) for just one movie. I find these prices ridiculous but they seem to be normal over here so I was wondering if there are any notable shops that would sell second hand or trade-in animes for cheaper prices more like 1000-2000 yen?

There are a lot of second hand anime at Bookoff or somewhere.
However not so cheap.

Why do you buy it?
Usually, we rent DVDs from rental shop, like Tsutaya.
Its fee about 400 yen / week.
