Why is the Chernoybl option not being used in Japan? Is the IAEA doing enough to help?

Probably not a ton of nuke experts at YahooAnswers, but was wondering if anyone has found opinions by reputable experts as to what the worst case scenario means for other countries outside of Japan and if a Chernoybl solution is possible? Thanks !

That's cause the Chernobyl option involves exposing solders to lethal radiation trying to clean up the disaster then eventually dumping a bunch on concrete on the reactor and abandoning the whole area for miles.
