Chances are, in 1981, if you were a Japanese businessman, you may go work at the factory in Illinois. Now the factory is in Guangdong.
High Schools are starting to offer Chinese and English.
Portuguese is important, and if you are a civil servant living in an area with Portuguese residents, it is a good skill to have.
So your answer was totally right. Koreans make up the biggest minority in Japan, and Korean culture is popular so many people learn it instead of English.
