Yes, the situation in Tokyo right now is completely fine and everything is normal. I know over a dozen people living there that have all told me the same thing. I too am going to Tokyo in November/December for one month on exchange, and the school I am going to has repeatedly contacted my school here to give news on the current situation, which is all fine. If you want to go to Tokyo, then go. November will be fine anyways. Just don't bother with the area around Fukushima for the next 50,000 years.
