How can "crew evacuate nuclear plant"?

Question:

In Japan
It was one of the breaking news I just saw a headline

Answer:

Very cute, but "evacuate" has two meanings -- to leave from or to take someone out from. The crew were obviously leaving, not taking the plant out. As an example, you could say the Japanese people evacuated Japan, or the U.S. Navy evacuated Japan. Evacuate just means "empty."
