Why aren't they pouring concrete over the reactors in Fukushima?

The power plant halted the nuclear fusion reaction on the day of the earthquake. Current heat is decay heat.

The team "Fukushima 50" is trying to remove the heat and eliminate the causes of accident and actually the surface temperature of the reactors already dropped below 100 dgs C (210 F). If they poured concrete over the plant, it means they didn't eliminate the cause and the area would be like Chernobyl.

The team is trying to save the neighboring villages to be a ghost village.
