Thats what the Russians did, but they did not have some company that caused the leak in charge of stopping it. This situation is just like the Gulf Oil spill, a corporation has inside knowledge because they have control over the leak, therefore they can control the real estate market in the area.

In case of Chernobyl, that method was possible because its reactor exploded and did not have to cool down.
In case of Fukushima, its reactors are still very hot and first have to cool down before encasing them in concrete.
