Inexpensive airfare to Japan from the US?

Years ago, a friend of mine had been traveling to Japan every year. He had invited me to go, and when I mentioned how expensive airfare was, he gave me a phone number for some travel agency in Dallas.

This travel agency was actually funded by the Japanese government and subsidized airfare. The going rate at the time was $1,200, but this agency could get me non-stop from Dallas to Tokyo for only $600.

I was wondering if anyone has information on this program or has other ideas for cheap airfare. Currently the lowest I've found is on priceline for $1345, and that's booking a year in advance.

You have to be VERY careful about looking at air fares - some airlines will quote you a fare of something that looks reasonable, but in their taxes they throw in a fuel surcharge of over $600 - with plans to raise it again from August 1st. Other airlines already include it as part of the fare.
Make sure you look at the total price with everything included.

With the price of oil near $100 a barrel, you are not going to find cheap fares like in the past.
