I can give you a very long explanation on the main differences on philosophy between the parties, but probably Wikipedia can help you with that.

It truly doesn't matter that much to Japanese any more. They don't vote and they probably won't as the results given by politicians are poor.

Their differences are not that considerable. The 2 most important parties used to be the same some years back, and they split, but the philosophy remains the same between them and they account for 90% of the public vote.
