I need to go in Japan as soon as possible. I'm half jap-fil and waiting for my dad to finish that certificate.

It depends on where you applied for it, as well as how busy the Japanese Immigration people are. Since the school year starts in April, there is usually a large amount of work and backlog in March. Normally it can take a few weeks, but you will get it soon enough.
