Honestly, how are foriegners treated in japan?

Question:

from what I hear, they are a little more harsher. I don't know, so I'm honestly asking this question. speak honestly, please.

are people a little harsher to foreigners?
would it be better if i spoke japanese fluently?
would they treat african americans harsher or kinder, or equal?

from what i've grew up around, i've been influenced that they do, towards foreigners.. i 'm not sure, so i'm asking. how would i be treated visiting there. i don't know if i'm offending anyone, so if i am, i apologize.

Answer:

they will treat you like a tourist. if you go to shops and restaurants, people will be polite to you.
It will be different if you approach to locals. Some may be friendly, some may avoid you.
