Is it possible to open a bank account with US dollars in Tokyo? All the methods I've found for exchanging money (at the Japanese airport or in America) seem to want to take 1-8% of my money. Is there a way around this?
Unfortunately my bank puts a 3% fee on all foreign transactions including ATMs

You can't open an account if you do not live in Japan.
If you live in Japan, some banks offer foreign currency account service. So you can.
