I want to travel to Japan I'm 14 and would be going with my 16 year old cousin . We would be going without parents to Tokyo .Do you think this is safe and if you were in my parents shoes what would you say?

I'd say it's not going to happen. You need signed parental consent, and have an adult meet you there when you arrive. They will ask you the purpose of your visit and where you're be staying. No one is going to rent a room to two gaijin teenagers.
