Answer:

figure written on the map is Tsunami height.
10 is 10 meter.
3 is 3 meter.
0.5 is 0.5 meter.

Kisyoutyou, Japanese meteorological agency, report 3 type tsunami information.

Ootunami Keihou(大津波警報)Big Tsunami Warning
Tsunami Keihou(津波警報)Tsunami Warning
Tsunami Tyuuihou(津波注意報) Tsunami Caution

Ootunami Keihou is reported when the tidal height will be over 3 meters.
Tsunami Keihou is reported when will be between 1~3 meters.
Tsunami Tyuuihou is reported when will be below 0.5 meters generally.

this figure in the map is forecast height, no real height.
their tsunami forecast will be reported very rapidly, general, 2~3 minutes after earthquake.

purple line is Ootunami Keihou.
red line is Tsunami Keihou.
yellow line is Tsyunami Tyuuihou.

Kisyoutyou only can report Tsunami information exclusively,
because if other third parties report them, the Tsunami information is confused.
