Why aren't S.Korea and Japan considering dividing Dokdo/ Takeshima, one islet for each?

The reason why ROK insists on its possession is not the rock itself, but the ocean territory around it. So, the solution to this issue is to share the ocean territory between ROK and Japan. I think it is possible in the future.
