Why don't Germany and Japan have nuclear weapons?

I need to write a 2500 word essay on this and I've already written why from the point of view that America doesn't want them too and from the point of view that the German and Japanese people dont want them too as they have a very anti military culture but I need a third angle

Any thoughts?

In realistic sense, both nations are protected by the nuclear umbrella by NATO (North Atlantic Treaty Organization) and USFJ (US Forces in Japan) respectively. As long as they stay in the framework for the defense of the nation, they do not need to have nuclear weapons by themselves, do they?

Instead, both Germany and Japan have strong military (of approx 250,000 troops) armed with "defensive" if not "offensive" weapons. Just for your info, Japan Self Defense Force (JSDF) is equipped with a variety of the most advanced arms today, including 300+ fighter aircraft, 100+ anti-air missiles and 4 aegis ships to name a few. JSDF has everything except for "offensive" weapons such as nuclear bombs, cruise missiles and aircraft carriers.
In times of contingency in the Far East, USFJ will be dispatched to attack all the belligerences in this region, while JSDF defends our nation from any foreign aggression to our country.

Both Japan and Germany are under the nuclear umbrella of the United States and NATO, but both nations have strong military for self defense against foreign agressions with conventional weapons. Having nuclear weapons is not the only way for self defense. They are wise enough to take advantage of the military alliance with the US.
