Help with japanese site?

Question:

Yesterday I poster something similar to this, but I don't think people really got what I was saying. There is this site where you can create this 'emoji'. I fill out everything I have to fill out to do it, but when I click he 'make' button it just takes me to an error page. And when I refresh that page the emoji still does not apear, just a pink block ><;

i think it doesn't work.. Im guessing... I did everything and since I can read Japanese, it doesn't work.. o.O;
