Is it Japan Narita Airport's Mascot?

There are 2 pictures in this piece of news:

(The news is about Japan Tokyo Narita Airport (成田空港) welcomes the first group of touirsts after the big earthquake in March.)

I want to know about the mascot on the left-side in the pictures, which has a blue face and '成田'(Narita) written on its body. What on earth is that? A penguin? A kind of sea bird?

And is it Narita Airport's mascot? I didn't find anything about it on Narita official website though.

p.s. On their website I only found some info about the other mascot, which stood next to it and wore a pair of green glasses, whose name is クウタン(Kutan).

I live in Japan.

It's Unari-kun (うなりくん).
He is Narita City's mascot for sightseeing.

Unagi + Narita = Unari

Narita City is famous for eels (Unagi in Japanese). And it is famous for Narita Airport, too.
He is a mixture of an eel and a plane.
