It's a penpal website for exchanging language. I've met MANY of my friends from that site offline here in Korea (: --- You just make a profile and choose the language you're learning (in your case, Japanese) and it connects you with native speakers of that language. ----------
If you already know a Japanese teen you can ask them to sign you up for a Mixi account, but I don't know how much use they are if you don't speak Japanese. I have one from when my friend invited me to have one, but I never use it (and I got it about 4 years ago).
