Is Kyoutsuugo a dialect in Japan?

I was thinking really long and hard about learning Japanese and I read somewhere that Kyoutsuugo is known all around Japan. Is it a dialect? I mean it can't be a writing system right? Gah, I know these are super basic questions, but in order for me to really start learning I need to learn the basics of the basics. Also, if you have any tips on Japanese they would be greatly appreciated!

Kyoutsuugo just means 'standard Japanese'. It is basically the middle-class Tokyo dialect.
