If the Yakuza is the biggest mafia in the World, why do I always hear Japan is so safe?

Japan is one of the safest countries in the world.
The Japanese Yakuza do not shoot randomly at innocent bystanders. Gangs in North America(including Canada) do so at will.
Visitors also don't have to fear that their belongings will be stolen, unlike in North America and Cuba.
For these reasons Japan is indeed much safer than many other countries.t
If you forget something somewhere,and someone notices this, he/she will more than likely return your property to you.
