Depends on what you mean by better. Nearly all the high tech goods Japan export were invented in the US and Europe, but the Japanese were able to refined the technology and manufacture and market it at an affordable price before other companies in the US and Europe.

The Japanese are very good in applying technology, but they are not very good at discovering new paradigms.
