Question:
For example, is there still uniforms and school festivals and whatnot? Or is that only in the high schools
Answer:
High school and college have completely different life in Japan.
No, we do not wear uniforms in colleges.
>Are the classrooms the same with one homeroom teacher and everything?
No. We change classrooms in colleges just like high schools in US.
High school: Most subjects are fixed and students do not have much choices. They study mainly for college entrance exams.
college: There are many electives. There is not much reason to study in colleges. If you once joined a college in Japan, it's not so hard to finish it. Students would focus on job-hunting which they have to do during senior year.
