No, I'm afraid not. And you just can't move there. You need a visa to stay more than 90 days. That requires a college degree & a job offer before you get there. Not an easy task.
Nothing is cheap in Japan. Want cheap, try Thailand. But even then, you need proof of at least $1,500 a month income.
