Is there a part of japan like the 1930?

Like when women wore kimonos and, there's ancient buildings that you can actually live in and, stuff like that. I need a place like how that was it has to be a place where people still live though.

No, by 1930's, Japan had been pretty much modernized.
Unfortunately, most of the old buildings and houses in major cities were burned down during the war with the US (1941-1945).
Some of them are still left in some rural areas, but women are not wearing kimono any more (except for special occasions).
The "anime world" that you dream of has gone away a long time ago!
